THIS IS A NUMBERED PLATE BLOCK OF 4 STAMPS AS PICTURED. On February 28, 1996 in Fayetteville, AR; the USPS issued this 32 cent stamp in recognition of the international educational exchange program that was begun in 1946 by Senator William Fulbright. Creating the scholarships to increase understanding between the United States and other countries, Fulbright hoped to strengthen U.S. relations through education. Today, over a quarter million people from more than 130 countries have participate in the Fulbright program.
These are real USPS postage stamps that are accepted by the USA Postal Service as payment for mail posted in the USA however the total rates on the stamps posted must equal or exceed the current appropriate postal mailing rate or extra postage must be paid.
