Cavite was the principal U.S. Naval installation in the Philippines prior to World War II. Mail from this location reflects the U.S. territorial postal system in place before Japanese occupation in 1941-42.

The Philippines was a U.S. possession at the time, and the 3¢ rate reflects domestic postage to the mainland United States.
