1999 Gen. William Mitchell Plate Block of 4 55c Postage Stamps - MNH, OG - Sc# 3330
On July 30, 1999 in Milwaukee, WI; the USPS honored William (Billy) Mitchell, a US Army general who is regarded as the father of the US Air Force.
