On June 3 1991 in Minneapolis MN the USPS honored Hubert Horatio Humphrey, 38th Vice President of the United States, as part of its Great American Series. An outspoken liberal, Hubert Humphrey was mayor of Minneapolis, a U.S. Senator, and Lyndon Johnson's Vice President. A persuasive speaker, he favored the Civil Rights Act and helped found the Americans for Democratic Action. In a renowned speech, Humphrey told the 1948 Democratic National Convention, "The time has arrived in America for the Democratic Party to get out of the shadow of states' rights and walk forthrightly into the bright sunshine of ," winning support for a pro-civil rights plank in the Party's platform.
